Sam is definitely going to take that job as a clinic technician scanning and chipping people! He'll be all about getting the tech savvy people in the Nest access to both the scanners and the chips, whether that's letting them in to look at them, sneaking one out for them, or just giving them a look at it via mental link.

I think I'm also going to go with him setting up a back alley clinic to patch up anyone who needs it for cheap/free - and also to peddle his wares and basically tout himself as a cure-all, get yourself in peak competing shape for the competitors in the tournament. This'll give him an excuse to be around the competitors all the time and to patch them up, and also he'll hope that the Nest members might talk him up a little to other competitors and maybe ABA! staff so he can get as many contacts as possible.

He's going to be chilling at Damon's hotel room and sleeping when he does sleep at the animal shelter with Bucky, because what better place for the Winter Soldier than around a bunch of alien animals of questionable domesticity.
