Either (both?) is absolutely possible. While getting alone time with the judges isn't easy, it isn't rocket science either (particularly not if using the canon and/or symbiote abilities of Hosts to get around the judge's personal security). While the judges are very much high profile celebrities, they're mostly managed by a retinue of personal assistants and a small handful of bodyguards. This varies depending on the Judge (Miss Mystery has mostly bodyguards, and only two personal assistants; Saldo Saldo seems to have absolutely no security personnel and only a single assistant; Talius Rex rolls with a veritable army of assistants, body guards and personal stylists), but in general a good option would be to attempt to access their rooms after hours or meet them at one of the numerous parties or press pools happening during the event.
