(For what it's worth, one of the Meradan aides seems to have taken to the Elin like a duck to water and will happily tell anyone willing to listen about it. Less bombastically, there are strong riders among both the Carpathans and Descendants as well. There are also quite a few Hyrypians of both the major and minor houses who are strong riders, likely as they've either ridden the real thing or simply have a classical education in riding.)
